Moses instructs the people of Israel to appoint judges and police officers in every city; "Justice, justice you shall pursue," he commands them, and they must administer it without corruption or favoritism. Crimes must be meticulously investigated and the evidence thoroughly examined. A minimum of two credible witnesses is required for conviction and punishment.<\/p>\n\n\n\n

In every generation, says Moshe, there will be people in charge of interpreting and applying the laws of the Torah. "According to the law they teach you, and the judgment they instruct you, you shall do; you shall not deviate from what they tell you, either to the right or to the left.".<\/p>\n\n\n\n

The Book of Judges also includes prohibitions against idolatry and witchcraft, laws governing the designation of a king, and instructions for the creation of "cities of refuge" for unintentional killers. Several laws of war are also explained: the exemption from battle for those who are newly married, have built a house, planted a vineyard, or are "fearful and gentle-hearted"; the requirement to offer peace before attacking a city; and the prohibition against the unjustified destruction of anything valuable, exemplified by the law forbidding the cutting down of fruit trees during a siege.<\/p>\n\n\n\n
