This chapter explains all the things that invalidate a Torah scroll, the sanctity of an invalid Torah scroll, and what it is permissible to sell it for. It covers a case prepared for a Torah scroll, fabrics, or ornaments made to embellish a Torah scroll. It addresses whether one Torah scroll may be placed on top of another. It covers talismans and whether they may be taken into the bathhouse. It addresses whether a case containing a Torah scroll may be taken into the bathhouse or cemetery. It explains that intimacy is forbidden in a house containing a Torah scroll, and if a partition ten tefachim (small altar stones) have been erected around it. It states that all ritually impure people may hold a Torah scroll, and that it is a mitzvah (commandment) to set aside a place for it, to carry it from one place to another, and to sit facing it.
