This chapter explains that a person must join the congregation, who has a synagogue in the city and whether they should rush to the synagogue, the law of leaving and how long one should enter the synagogue. The house of study is more important than the synagogue. It describes the structure of congregational prayer and whether holy things can be recited with fewer than ten people. It addresses whether everyone must be in the same place, whom the congregation's messenger (Sheliach Tzibur) enforces. On Rosh Hashanah and Yom Kippur, it covers whether the messenger also enforces the obligation of those who know, who is appointed as the congregation's messenger, and whether a blind person can recite the Shema (in front of others).
