There are hidden sparks of light in this world. Some of them you can find and release. When you fulfill "Know God in all your ways," finding Him in everything you do, those sparks leap out upon you and their light is released.
But there are also sparks of great intensity that had to be hidden in the deepest recesses of the material world and locked away in thick darkness. These are sparks that cannot be discovered by ordinary inquiry: Your intellect has no power to confront them. Your actions could never delve so deep. Your eyes would be blinded by their brilliance and by the profound darkness that surrounds them.
The only tools to unleash those sparks are those that transcend your intellect and senses. These are inner powers that reveal themselves when your inner will is tested.
This is why our generation is so challenged time and time again: We are redeeming the last sparks of light.

One of the basic rules that Hashem established is that His creation is goodness. Included in that divine goodness is the idea that every challenge we face in life, before it even appears, God gives us the ability to overcome it. If this were not the case, then God would be cruel, the opposite of kind, since He would be confronting us with a challenge that He Himself knows we cannot overcome.
The way to access those inner forces that are in a hidden state is effectively by facing the challenge, the overcoming of which is nothing more than the revelation of those previously hidden inner forces.
And that is what is meant by that "inner will" which causes the "inner forces" to be revealed.
The will consists of wanting to overcome the challenge, along with the absolute confidence that Hashem helps us and has already given us the inner strength to overcome that challenge.
